Meet Mr. Oodigly. He is just an average person, but he is paranoid about everything. There is always a killer outside his house, his dog is getting abducted by aliens or there is bigfoot raiding his garden. But when he does see someone move into a house across the street, he gets suspicious about him. Why? Because Mr. Oodigly sees him selling a white powder. Mr. Oodigly realizes it is cocaine! He calls the police and tells them that there is a cocaine dealer across the street. They just laugh and tell him its in his head. What is he going to do? (He isn't a goat by the way I just couldn't find a good cover.)
